Senador gazmuri pide la creación de un ministerio de las ciencias y tecnología 
 
El titular del Consejo de Sociedades Científicas dijo que se necesita una instancia que coordine las decisiones y que sea encabezada por un experto en el tema.

La polémica generada en el mundo científico por la disminución de recursos estipulada en el proyecto de ley de presupuesto 2008 de la Comisión Nacional de Investigación en Ciencia y Tecnología (Conicyt) -y que fue revertida recién el viernes pasado- levantó voces que piden una mejor institucionalidad en la materia.

Es que la comunidad científica nacional puso el “grito en el cielo” al enterarse de que los montos comprometidos en el texto que se discute en el Parlamento eran 11%, inferiores a la cifra de 2007, pasando de $ 90.300 millones a $ 80.278 millones.

Y al revisar los recursos destinados a proyectos nuevos, financiados cada año por el Fondo Nacional de Desarrollo Científico y Tecnológico (Fondecyt) se ve un reajuste de sólo 2,5%, lo que a juicio del presidente del Consejo de Sociedades Científicas de Chile, Jorge Babul, es insuficiente.

El representante de los científicos nacionales indicó que se necesita duplicar este fondo en los próximos tres años, ya que se requieren cerca de $ 15.400 millones para el financiamiento sólo de proyectos catalogados como “excelentes” o “buenos”.

 

Poca coordinación

La presidenta de Conicyt, Vivian Heyl, afirmó que el Ministerio de Educación -cartera de la que dependen- revirtió la medida de recortar el presupuesto de la entidad, “lo que es reflejo del compromiso del gobierno con el desarrollo científico y tecnológico”.

Sin embargo, Heyl no entregó la nueva cifra presupuestaria, la que será presentada ante la subcomisión de presupuestos el lunes 29 de octubre.

Al ser consultada sobre las razones de por qué en un primer momento se les recortó el presupuesto, la titular de Conicyt afirmó que esa situación se debió a que gran parte de los recursos vienen del Sistema Nacional de Innovación y cuando éste asignó los dineros le dio menos a Conicyt.

Ante esto, Babul indicó que éste no es sólo “un problema de platas, sino que hay un tema mucho más profundo que es tener una institucionalidad en que se escuche a los científicos”.

Las Sociedades Científicas convocaron para este viernes a una manifestación frente al edificio del Conicyt para pedir soluciones definitivas.

 

¿Ministerio?

El senador, Jaime Gazmuri (PS), aseguró que fue un “profundo error y una contradicción completa del gobierno”, el recorte presupuestario de Conicyt y afirmó que el monto que se destine en 2008 debería ser extraordinariamente superior al del presente ejercicio.

Gazmuri afirmó que esta situación se produjo “porque no tenemos una institucionalidad que haga de cabeza para la ciencia, la innovación y la captación de tecnología. En esta línea, agregó que la fórmula que se discute en el Congreso, de un Consejo Nacional para la Innovación, es “absolutamente insuficiente”, por lo que postula la creación de un Ministerio de las Ciencias y la Tecnología.

Babul comparte la idea, aunque postuló que no necesariamente debe ser un Ministerio, bastaría con una subsecretaría o alguna instancia similar, pero que sea encabeza por científicos y no por economistas.

En tanto, el senador RN Carlos Kuschel, dijo que se necesita más coordinación, pero que actualmente no faltan ministerios, sino que sobran.  (www.diariofinanciero.cl)
